NOTE: This modular approach was devised by engineers at the Hughes Aircraft Corporation when they were swamped with writing proposals (bids) for military contracts during the Cold War. They wanted an efficient method that would bring more control, consistency, and success to their efforts. They called it the Sequential Thematic Organization of Publications (S.T.O.P.) method. By strictly adhering to the 2-page module for each theme, they made their writing more concise and their message easier to digest. They won a lot of contracts, too.
